  CRA at Work: Making the Case for Community Rebuilding and Recovery  
(Presented by Lucy Griffin and Phil Gay)

This webinar will address the complex obligations and opportunities in rebuilding the Hurricane ravaged areas of the U. S. These unique lending and investing challenges to rebuilding the gulf coast and other areas affected by natural disasters may have side benefits to banks needing CRA and Community Development projects. The session will address not only the issues for the banks in the area but how those outside of the areas can negotiate the myriad of opportunities to pick ones that not only help the region but count for your banks CRA Community Development responsibility.

The goal of the session is to have compliance professionals Phil Gay and Lucy Griffin outline the opportunities with examples of how lenders can work with investors and others to make a real difference in the areas affected. We will then offer regulators to discuss how to dot the Eyes and cross the Tees to make the case for CRA and Community development. In discussing these opportunities we will also offer advise on how to do Community Development deals and still comply with recent enhanced credit guidelines offered from regulators. We will discuss different types of loan opportunities Bridge loans to those anticipating FEMA checks, loans to developers, loans to local governments, churches, and others.

    The Speakers:

    Lucy Griffin is Editor of Compliance Action and President of Compliance Resources, Inc., a company offering compliance support and services to banks. She is also a Senior Associate of Paragon Compliance Group, a company dedicated to providing compliance training. She has more than twenty-five years of experience working with regulatory agencies and financial institutions. Her extensive work experience with regulatory agencies includes the Federal Home Loan Bank Board, the Board of Governors of the Federal Reserve System, and the Federal Trade Commission. As the manager of the Compliance Division of the American Bankers Association, she worked directly with several of the association's banker committees and with regulatory agencies to identify compliance priorities, and to produce resources and programs.


    Phillips G. Gay, Jr., CRCM is senior advisor of Paragon Compliance Group and principal of the Compliance Advisory Service, a consulting firm performing compliance management services for client financial institutions. Compliance Advisory Service is a partner in Paragon Compliance Group. Mr. Gay is a nationally recognized speaker on bank regulatory compliance, particularly issues related to money laundering detection and other deposit operations issues.

    Mr. Gay served as senior vice president of Bank of North America for three years as director of the bank's Compliance and Community Reinvestment Act programs. Prior to joining Bank of North America, he managed the Regulatory Compliance function for First Union Corporation. Prior to First Union, Mr. Gay was Senior Vice President of Florida Commercial Banks, Inc. He is currently Senior Vice President Commercial Bank of Florida, Miami, Florida, where he is responsible for both compliance and CRA.


    Donna Gambrell, Deputy Director of the Federal Deposit Insurance Corporation's (FDIC) Division of Supervision and Consumer Protection, has left the agency for a one-year assignment to work with former FDIC Chairman Donald Powell on Gulf Coast rebuilding efforts. Mr. Powell is Coordinator of the Federal Support for the Recovery and Rebuilding of the Gulf Coast Region.

    Ms. Gambrell will work onsite in Louisiana and Mississippi spearheading partnerships among financial institutions, government agencies and community-based organizations to promote community and economic development in areas devastated by Hurricanes Katrina and Rita including low- and moderate-income neighborhoods. Her office will be in Baton Rouge.

    Ms. Gambrell began her career with the FDIC in April 1991 as a Community Affairs Officer in the agency's New York Region. She has served in various roles in consumer protection areas with increasing responsibilities at the Corporation, and in June 2002 was named Deputy Director. Throughout her career at the FDIC, she has brought banker and community groups together to help them devise better ways to serve consumers.

    Prior to joining the FDIC, Ms. Gambrell worked at the Resolution Trust Corporation (1989-1991), the Federal Savings and Loan Insurance Corporation (1987-1989), and the U.S. General Accounting Office (1979-1987).

    Ms. Gambrell received a Bachelor of Science Degree from Towson State University, Baltimore, Maryland, and a Master of Science Degree from New York University. In 2004, she received a National Public Service Award for her innovative work over the years in formulating public-private partnerships.


    Robert J. Mooney - Acting Deputy Director, Compliance Policy and Examination Support
    Robert J. Mooney, currently Chief of DSC's Policy Development Section, began his FDIC career in 1989. Positions he has held with the FDIC include Senior Fair Lending Specialist, Community Affairs Officer for the Chicago Region, and managing agent and chief executive of several thrifts under FDIC and Resolution Trust Corporation conservatorship. Mooney has represented the FDIC on several interagency Community Reinvestment Act and Compliance initiatives and authored the FDIC publication Side by Side, a Guide to Fair Lending.

    Before joining the FDIC, Mooney had more than 10 years of senior management experience in banking, including Regional Vice President, and Director for Retail Banking of a multi-state financial institution; Director of Mergers and Acquisitions; and Vice President for Employee Relations. Mooney was active in civic affairs, serving on the board of directors and as President or Treasurer of several community development corporations and other organizations. The Massachusetts State Senate awarded him a commendation for his work in community development and equal opportunity.
