  Analyzing HMDA Data

WHAT?
Each institution covered by the Home Mortgage Disclosure Act (HMDA) receives a detailed HMDA disclosure in July of each year. The disclosure has always represented a goldmine of information for compliance, marketing and other analysis. With the expansion of HMDA to include pricing information both the volume and the importance of the data has increased. With the release of the 2005 data, two years of pricing data is available. Last year, with only one year of data available, analysis was largely limited to peer comparison. With two years of data trend analysis can begin. This program explores both the long-standing HMDA data and new data, and the potential uses of the both.

WHY?
Examiners and community groups use HMDA data to assess institution performance for purposes of the Equal Credit Opportunity Act, the Fair Housing Act and the Community Reinvestment Act. Every HMDA-reporting institution needs to analyze its own data not only when it is made available to the public each July but also throughout the year as the data is collected. This program explains the methodology of conducting a HMDA analysis.

PROGRAM CONTENT
This two-hour program provides the tools needed to analyze the 2005 data that will be made available to the public in July 2006 and the tools to analyze data that is being collected during 2006 and will be available during 2007.

The program reviews:

  • Data analysis tools,
  • How to analyze 2005 and year-to-date 2006 HMDA data;
  • Sources of comparative data for benchmarking purposes; and
  • How to identify problems such as:
  • Pricing discrimination;
  • Pre-application discrimination (i.e.; marketing and pre-screening issues);
  • Underwriting discrimination;
  • CRA loan dispersion issues; and
  • Others.

    WHO?
    The program is designed for loan department management, compliance officers, and auditors. Whether you are new to the requirements of HMDA and Regulation C or a seasoned veteran, this program provides the tools needed to perform HMDA data analysis.

    PRESENTER
    Jack Holzknecht is a principal with Pegasus Educational Services, LLC, a training firm headquartered in Louisville, Kentucky. He is an experienced consultant who has provided training to thousands of bankers and examiners for twenty-four years. He has the ability to identify the key compliance issues from each regulation. Jack's career began in 1976 as a federal bank examiner. He later headed the form and software and education divisions of a regional consulting company. In that capacity he developed loan and deposit form systems and software. He also developed and presented training programs to bankers in 43 states. Jack has been an instructor at compliance schools presented by the Georgia, Iowa, Kentucky, Pennsylvania, Nebraska, New York and Texas bankers associations. He developed and delivered compliance training for the FDIC and OTS for ten years. He is a Certified Regulatory Compliance Manager and a member of the National Speakers Association.
